  • Kayla Wilkinson, Ed.S, LPC, NCC

    BOARD CHAIR

    Kayla is a Wyoming native committed to improving access to behavioral health services across the state. Currently a school psychologist intern in the Natrona County School District, she works to support students’ academic, social-emotional, and behavioral development.

    With a strong background in education and mental health, she previously served as a school counselor, providing specialized counseling services to students with disabilities. She earned her Master’s degree in Counseling from the University of Wyoming in 2019 and her Education Specialist Degree in School Psychology from Emporia State University in 2024.

    During the pandemic lockdown, she began conducting adoption home studies, assisting families in their journeys to foster or adopt children—a role that sparked her passion for adoption and family building.

    She is committed to breaking down barriers that limit access to services and creating systems where providers can meet the needs of their communities effectively. She values collaboration and the unique insights that come from working across disciplines, recognizing that addressing complex challenges requires shared efforts and innovative solutions. Building meaningful relationships is at the heart of her work, and she strives to empower individuals and strengthen communities through thoughtful connection and teamwork.

  • Anndee McKinney

    TREASURER

    Anndee McKinney has served in education for 17 years, with a career dedicated to teaching high school health education. In recent years, her focus has expanded to school-wide mental health education, with a strong emphasis on suicide awareness and prevention. She works across multiple areas to create meaningful dialogue around teen mental health and suicide, empowering students with knowledge and resources.

    In addition to her role as an educator, Anndee coaches student-athletes, helping them develop the tools and resilience needed to navigate social challenges both on and off the field. Her commitment to fostering open conversations and supporting youth well-being reflects her passion for strengthening both schools and communities through education and advocacy. 

  • Jon Conrad

    MEMBER

    Jon Conrad is the Director of Governmental Affairs for Tata Chemicals Soda Ash Partners LLC, in Green River Wyoming.  He has 30 years in various leadership positions within the Soda Ash industry.  Jon also served in the State of Wyoming Legislature (HD19) with multiple assignments including House Minerals, Business & Economic Development Committee.

    He serves as a Board member of the Wyoming Economic Development Association, Uinta County Suicide Prevention Coalition, Wyoming Behavioral Health Alliance and Uinta County Economic Development Commission.  He also served as the Chairman of the WMA Regulatory Affairs Committee, Chairman of the Essential Minerals Association – North America Environmental Affairs Committee, State of Wyoming Board of Parole, and a Commissioner with the Wyoming Veterans Committee.

    Jon is a past recipient of the WMA Peck Award and this year a recipient of 2025 Tata North America Sustainability Award for his work on the deployment of small modular nuclear reactors (SMRs) for Tata Chemicals in Green River and his work championing mental health awareness/suicide prevention throughout the State of Wyoming.

    Jon is a Veteran of Foreign Wars and a retired Master Sergeant with 21 years of service.  He resides in Mountain View with his wife Lorie and are parents of five children.  He holds degrees in Aircraft Avionics, Mechanical Engineering and Masters in Business Administration.

  • Erin Taylor

    MEMBER

    Erin Taylor brings over twenty-five years of experience in the public policy arena, working across federal, state, and local levels. In 2014, she founded Taylor Strategies & Consulting, LLC, where she represents clients before the Wyoming Legislature and navigates them through the public policy process. Before launching her firm, Erin served as statewide campaign manager for U.S. Senator Mike Enzi during the 2014 primary election, Executive Director of the Wyoming Taxpayers Association (2005–2013), and Wyoming Government Affairs lead for PacifiCorp (now Rocky Mountain Power). Prior to her time in Wyoming, she spent several years in Washington, D.C., and Bismarck, ND, shaping electric utility transmission pricing policy.

    Beyond her consulting work, Erin is the founder of Erin Taylor Coaching, LLC, established in 2020. Her coaching practice focuses on mindfulness, wellness, life balance, and intuitive leadership development, empowering clients to lead with clarity and intention. She is also the co-owner of White Bison Pepper Jelly, LLC, blending business acumen with creative entrepreneurship.

    Erin’s leadership has earned her recognition, including the 2013 Wyoming Women of Influence Award and a spot among Wyoming’s 40 under 40 in 2008. She has held leadership roles across various organizations and is a 2006 graduate of Leadership Wyoming. A dedicated advocate for community engagement, she previously served on the Wyoming Community Foundation board, chaired the Wyoming Business Alliance, and is a member of PEO.

    Erin holds an undergraduate degree in economics and a Master of Science in Regulatory and Environmental Economics from the University of Wyoming. She and her husband, Shawn, have been married for 23 years and reside in Cheyenne, where they share life’s adventures with their three children—Byson, Ava, and Slade—and their two beloved corgis, Carbon and Toga.

  • James Whipps, D-ABMDI

    MEMBER

    Coroner James L. Whipps is an elected official who leads a distinct and independent government agency serving the residents of Natrona County. His office conducts parallel investigations into any deaths within the County that fall under his jurisdiction per WS §7-4-104, including those occurring under violent or suspicious circumstances. Although elected, the Coroner’s Office functions as an entity of Natrona County Government and holds accreditation from the International Association of Coroners and Medical Examiners.

    James earned a degree in Criminal Justice from Casper College and has pursued additional studies across various fields within the U.S. military, Federal Government, and private sectors. A retired U.S. Army Sergeant First Class and combat veteran, James began his affiliation with the Natrona County Coroner’s Office in 1999, serving as a Death Scene Investigator and Lead Investigator. He is also a certified diplomate of the American Board of Medicolegal Death Investigators.

    Appointed as Natrona County Coroner in September 2019, James was subsequently elected to the position in November 2020 and re-elected in November 2023. He brings extensive experience in government, business administration, and investigations. A lifelong resident of Wyoming and Natrona County, James enjoys a 38-year marriage and is a proud father of four children and grandfather of six.

Lindsay Simineo

Executive Director

Since 2017, Lindsay Simineo has been working in public policy at federal, state, and local levels to further and promote the interests of behavioral health across Wyoming. During that time, Lindsay has worked on licensing standards, new certifications for professionals, criminal justice reform, mental health and telehealth parity, collaborative care, as well as working with vulnerable populations. In 2022, Lindsay identified that more mental health organizations needed to be involved in the legislative process and for several reasons, did not have the capacity to be. It is through her determination to build statewide efforts, and the hard work of the Board of Directors that the Wyoming Behavioral Health Alliance came to be.

Lindsay has received recognition over the years, being the recipient of the 2020 American Counseling Association State Branch Award, the 2023 Wyoming Counseling Association award for Human Rights, and is a 2023 Alumni of Leadership Wyoming.

Lindsay holds a Bachelors of Social Work degree from the University of Wyoming, and a Masters of Arts in Counseling from Denver Seminary. She currently holds her professional counseling license and continues to work in private practice in Cheyenne. She has called Wyoming home most of her life and is happy to share Wyoming with her husband and two children.
