Wyoming Behavioral Health Alliance Releases State’s First-Ever Mental Health Legislative Scorecard

Cheyenne, WY – The Wyoming Behavioral Health Alliance (WYBHA) is excited to announce the release of Wyoming's first-ever legislative scorecard focused exclusively on mental health policy. The scorecard evaluates the voting records of all 93 members of the Wyoming Legislature — 31 senators and 62 representatives — across the 2025 and 2026 legislative sessions.

The scorecard tracked a combined 39 pieces of legislation touching on and related to mental health and behavioral health policy: 15 bills considered in the Wyoming Senate and 24 bills considered in the Wyoming House of Representatives.

“Mental health remains a top priority for Wyoming residents, and has moved into the top healthcare concern globally,” said Lindsay Simineo, Executive Director of the Wyoming Behavioral Health Alliance. “This scorecard provides Wyoming a quantified, inclusive, nonpartisan tool for voters to understand how their legislators engage with bills that directly impact mental health in our state.” 

WYBHA developed the scorecard as part of its mission to advance behavioral health policy around the state, as well as educate both the public and elected officials on the impacts of voting. The statewide coalition emphasizes that the scorecard is intended as a nonpartisan, educational resource and does not constitute an endorsement of any candidate or elected official. Though most of the legislation directly involves mental health, legislation involving EMS reimbursements, food programs, and school funding were also included. 

“Our goal is transparency and education — helping communities understand where their legislators stood on issues that matter to mental health and to Wyoming families. We are also hopeful that the scorecard will serve the same purpose for legislators, who can now see through data how they are voting.”
